Abstract: Farmers play a central role in rural household waste classification governance, yet academic research assessing waste classification performance from their perspective remains limited. This study constructs a performance assessment indicator system for rural domestic waste classification, integrating Kirkpatrick's four-level model and the theory of planned behavior. Through literature review, policy analysis, and field research, a three-tiered framework is developed, consisting of 3 first-level indicators (governance satisfaction, farmers' classification literacy, and village-level classification effectiveness), 11 second-level indicators, and 45 third-level indicators. Utilizing a combined expert scoring and entropy weighting method, the weight coefficients of indicators are determined, with governance satisfaction identified as the most critical first-level indicator, followed by farmers' classification literacy and village-level effectiveness. Empirical application of the system in Wenjiang District, Chengdu, confirms its high reliability, validity, and practicality, demonstrating its scientific rigor and feasibility for assessing rural waste classification performance.
