Purpose/SignificanceSpeeding up the construction of a new pattern of opening-up and building a new highland of opening-up in the new era will provide an open and new kinetic energy for Chengdu to realize the "three step" strategy, and provide new support for accelerating the construction of cities embodying new development ideas, and will greatly promote Chengdu's deep integration into the "one belt and one road" construction.

Method/ProcessThis paper reviews and summarizes the development course and characteristics of Chengdu's open economy in the past 40 years of reform and opening-up, then, it makes a longitudinal analysis and horizontal benchmarking of Chengdu's open economy development based on the comprehensive evaluation index system of open economy.

Result/ConclusionThe results show that: in the past 40 years, Chengdu's opening-up has obvious characteristics of stage and inland type. It has realized "borrowing boats to sea" to" building nests and attracting phoenixes", and then to "butterfly change" of all-round opening-up. Especially, the continuous improvement of the open economic system in recent ten yearshas effectively promoted the development of Chengdu's opening-up to the outside world. Under the new requirements of the new era, Chengdu should strive to promote the strategic development of opening-up, in order to build a high-quality open economic system and enhance open cooperation in the foreign trade and economic corridor, and to promote the development of opening-up and high-quality by innovating the system and mechanism and creating a business environment.
