Abstract: It is of great practical significance and theoretical value to analyze the attributes of industrial policies from the perspectives of both government and enterprises for how to improve the effectiveness of industrial policies. The attributes of industrial policy is creatively divided into three dimensions: selection level, incentive level and engagement level, which are helpful for specific enterprises to deal with the scheme design of industrial policies on the one hand, and to open up a new way of thinking for empirical research of industrial policy on the other. By analyzing the three-dimensions of industrial policies attributes, the differences of decision points between government and enterprises are identified. Finally, the paper puts forward corresponding strategic suggestions for the government to design industrial policies, and enterprises to deal with the policies.
