Abstract: With the publication of Implementation Outline for the Construction of a Society Ruled by Law (2020-2025), the demand for evaluation of the construction of a society ruled by law is increasing, among which evaluation of the awareness of the rule of law is an unavoidable problem. When evaluating the consciousness of the rule of law, clarifying the object, determining the appropriate evaluation content and identifying the principles that should be followed are the premise and basis for constructing the evaluation system of the consciousness of the rule of law and realizing the quantitative reference of the construction level of the society under the rule of law. The objects of legal consciousness evaluation include overall legal consciousness, group legal consciousness and individual legal consciousness. The content of the evaluation covers the evaluation of the formation basis, process and results of the awareness of the rule of law. As a tool, the evaluation of legal consciousness should follow the basic principles of comprehensiveness, system, operability and guidance; while as a process, the evaluation of legal consciousness should follow the principles of openness, multi-subject participation, neutrality and supervision.
