基于系统动力学的快递包装资源化处理及政策模拟研究

Research on Resource Processing and Policy Simulation of Express Packaging Based on System Dynamics

  • 摘要: 近年来,互联网经济的蓬勃发展带动了快递物流行业实现跨越式增长,大量的快递包装废弃物不仅造成了资源浪费、企业经营成本增加,还增加了垃圾处理的工作量和环境污染程度。在“碳达峰”“碳中和”的行动目标下,快递包装资源化处理势在必行。文章在分析快递包装资源化回收处理影响因素的基础上,建立了由政府和企业多方主体参与的快递包装回收系统,并结合因素影响路径,利用系统动力学方法,对政府补贴、税收优惠政策以及企业自主设置回收返利金和环保宣传费用等措施进行政策模拟,分别从政府和企业层面分析比较出快递包装回收的最优策略,其仿真结果及相应的研究结论能够为政府和企业提供一定的决策依据。

     

    Abstract: In recent years, with vigorous development of internet economy, the express logistics industry has achieved leapfrog growth. A large number of express packaging garbage not only waste resources and add operating costs, but also increase workload of garbage treatment and environmental pollution. Under the pressure of "carbon peak" and "carbon neutralization", resource treatment of express packaging is imperative. Based on the analysis of influencing factors of express packaging recycling, this paper establishes express packaging recycling system participated by government and enterprises. Combined with influencing path of factors, this paper uses system dynamics method to simulate government subsidies and preferential tax policies, as well as enterprises' recycling rebate and environmental protection publicity expenses. The optimal strategies of express packaging recycling are analyzed and compared from government and enterprise levels. The simulation results and corresponding research conclusions can provide a certain decision-making basis for government and enterprises.
