Abstract:
In the new era, the integrated urban-rural development requires two-way flow of population between urban and rural areas. The key issue involved is to reform the population migration system. Taking Chengdu's western part - one of the national pilot areas for urban-rural integration development - as an example, and after summarizing how Chengdu promotes population migration in this part, the paper analyzes the main problems in urban-rural population migration, and then proposes a fundamental framework for reforming the population migration system under the background of integrated urban-rural development, such as ensuring the urbanization of rural population with rural property rights, clarifying the rights that new villagers are entitled and can obtain, strengthening the supply of basic public services in rural area based on urban-rural integration, getting through the institutional obstacles to the residential registration system, and effectively promoting the equalization of urban public services for the resident population.
