Abstract:
China adheres to the people-centered development concept, which determines the value choice that the government must continuously improve its response ability. Under the construction of digital government, it deserves the attention of how to recognize the government's response from a systematic perspective and improve the government's response ability with holistic thinking. Based on the political system theory, this paper regards the whole process of government response as an "input-output" system, considering the background of digital government construction, explores constructing an analytical structure for government response ability based on the integration ability of appeal information, supported by the ability to judge public values, with the decision-making ability of evidence-based choice as the core, and the supervision ability of the whole process of response as the guarantee. On this basis, taking Chengdu as an example, the "input-output" system is applied to analyze the current situation and problems of the government's response, and it is concluded that there are four main problems of Chengdu government's response, including insufficient information integration ability, insufficient professional ability of research and judgment, closed decision-making transformation process, and the lack of responsiveness throughout the process. According to the analysis, targeted suggestions are put forward.
