Abstract:
In the current wave of digital transformation, data has emerged as a crucial and dynamic factor of production, playing an increasingly significant role in driving high-quality economic and social development. The comprehensive exploration and unlocking of the potential value of data elements have become a pivotal topic in both academia and industry. This study concentrates on three primary data categories: government data, enterprise data, and personal data. It begins by analyzing the internal mechanisms behind the value realization of these major data elements. Subsequently, from the perspective of data ecology, it systematically examines the common and distinct factors that influence the value realization of these data types. Finally, the study employs the progressive theoretical model of "resourcization-assetization-capitalization" to detail the entire process by which data elements transition from initial resources to assets, ultimately achieving capitalization and value enhancement. Through a comprehensive review of the basic logic, influencing factors and implementation paths of data elements, this study aims to provide a theoretical basis and practical reference for the realization of the value of three types of data elements.
