Abstract: Promoting the innovation of rural-grassroots social governing system is urgent for building a harmonious society. The "Xinyu Experience", which derives from Hua'an County in Fujian Province, shows that the service concept of people oriented is the foundation of realizing the innovation of rural-grassroots social governing system. According to this concept, Xinyu county establishes the "input-feedback" system of interesting expression to ensure the channel smooth and prevent information from distortion, which innovates the interesting expression system; attains consensus by equal and rational deliberation in multi-stakeholders, which innovates the contradiction resolution system; establishes the "Dominated by Village Committee and Village Party Branch, and Multi-stakeholders Participation" decision-making model, which innovates the democratic decision-making system. Although the concrete system of "Xinyu Experience" is based on a specific village, the idea of rural-grassroots social governing possesses popularization value.
