Abstract: In order to establish a perfect legal and management system of free trade zone, EU and American countries have established and implemented the system of Free Trade Zone which is closely related to the regional economy, and have explored the authorized operator system, different dynamic adjustment of tax strategy orientation mechanism and so on with fruitful outcome. China ought to learn from the relative mature experience substantially, so as to straighten out the sound strategy of the legal system and management system, solve the problem of regulatory legal authorization, explore the tax system innovation on supervision, judicial power and the customs tax, strengthen the legislation and the mutual recognition of AEO system, establish "a single international trade service window", clarify zone border protection of intellectual property system, and innovate the system of customs supervision. Only with the assistance of these measures, China's trade facilitation environment can be optimized, China's international trade facilitation level can be improved, and the positive effects of China (Shanghai) Pilot Free Trade Zone can be attained.
