Abstract: This paper studies the ability of government public service from the perspective of civic sense of gain. Firstly, this paper constructs the concept model and index system of the government public service capability by referring to domestic and foreign research. Because public are very difficult to give exact evaluations, this paper introduces qualitative evaluation of linguistic variables given the attribute values and the corresponding relationship between linguistic variables and triangular fuzzy numbers to obtain the corresponding quantitative judgment, and uses generalized λ-Shapley Choquet integral to calculate the comprehensive evaluation value. Finally, taking the three districts of Qingdao as an example, we calculate their capacity of public service and verify the applicability of the evaluation model.
