Abstract: With the input panel data of 17 cities in Shandong Province from 2004-2013, the essay adopts DEA model, super-efficiency model and Malmquist index to research urban land-use efficiency. Results show that the efficiency of land utilization of Shandong Province is high, but at the sub-optimal level. The land utilization level is generally at the stage of decreasing or constant returns to scale; the scale efficiency plays a leading role in the changes of overall efficiency. The Malmquist index shows that the land utilization dynamic efficiency of Shandong Province is in a rising trend, the technical efficiency becomes the main factor to limit the efficiency, and the overall increase of land utilization efficiency relies on the improvement of technological progress index. The essay suggests that the corresponding policy about raising land resource utilization ratio, promoting the intense land utilization and enhancing the scale efficiency and technical efficiency be laid down to improve the land utilization efficiency.
