Governance on Code: Digital Technology-motivated Grassroots GovernanceA Case Study of "Duoduoping" in Kangbashi District, Ordos

  • With the new round of technological revolution and the rapid development of digital technologies, technical governance in the basic-level government has become an important trend. This article takes the "Duoduoping" in the Kangbashi District of Ordos City as a case study to analyze the pathways through which digital technology empowers grassroots governance. The research finds that digital technology integrates governance entities and optimizes operational mechanisms and evaluation systems, embedding and reshaping grassroots governance. Specifically, "Duoduoping" transcends administrative organizational boundaries, integrating internal and external governance entities, thereby effectively lowering the threshold for co-governance. Meanwhile, "Duoduoping" employs a "task issuance-task grabbing" mechanism to further optimize the process of grassroots governance, addressing issues of inefficiency in offline governance. Through the "Code Evaluation" mechanism, it enables tracking and evaluation of governance entities, governance actions, and governance effectiveness, significantly enhancing the efficiency of grassroots governance. In the future, efforts should be accelerated to promote the deep integration of digital technology and grassroots governance, fully unleashing the potential of digital technology in governance.
