The Construction of a Community with Shared View on Community Governance Based on the Theory of Co-production: A Case Study of Community D in Shenzhen City

  • Constructing a community with shared view on community governance is a crucial issue in the advancement of research and practice in grassroots governance. This article conducts an on-site investigation of the "Focus Alliance" project in Community D of Shenzhen, analyzing it in depth from three dimensions of subject-motivation, action-process, and institution-space. It is found that Community D's social governance project integrates diverse governance entities such as the local government, community, residents, and social organizations in co-production, and evolves into a practical logic for constructing a community with shared community governance based on the theory of co-production: following the logic of state-led social governance innovation, constructing "differential-synergistic" relationships among grassroots governance entities, and institutionalized management to shape efficient action contexts. This governance practice provides reference and insights for the construction of community governance communities, and for advancing the modernization of community governance systems and capabilities.
